Job Summary:

We are seeking a detail-oriented and experienced HR Data Analyst to join our HR team. The ideal candidate will have a strong background in data analytics, payroll experience, a thorough understanding of Irish tax laws, and the ability to analyze and interpret data to support HR decision-making and government directives. This role is critical in ensuring compliance with all relevant regulations, in particular, Gender Pay Gap calculations and reporting, and the upcoming Pension Autoenrollments.

Key Responsibilities:

Data Analysis:

  • Collect, analyze, and interpret HR data from various sources, including HRIS, employee surveys, performance evaluations, and other relevant systems to support decision-making and strategic planning.

  • Analyze payroll data, identify trends, and develop actionable recommendations to improve payroll processes. 

  • Identify trends, patterns, and areas for improvement in general HR processes and policies.

  • Generate regular and ad-hoc reports on payroll, headcount, turnover, gender pay gap, CSO (Central Statistic Office Reporting) and other HR metrics.

  • Develop and maintain HR dashboards, reports, and visualizations to effectively communicate HR data and insights to key stakeholders.

  • Support data collection and analysis for the Athena Swan action plan. 

HR Support:

  • Collaborate with the HR team to develop and implement policies and procedures that enhance payroll efficiency and accuracy.

  • Assist in the preparation of annual budgets and forecasts related to payroll expenses.

  • Stay updated with HR trends, industry benchmarks, and best practices to enhance HR data analysis capabilities.

  • Participate in HR projects and initiatives related to data analytics, including HR system implementations, process improvements, and automation using Workday.

  • Maintain data privacy and confidentiality standards in handling sensitive HR data.

Support Payroll Processing:

  • Generate the monthly payroll reports, and input the information in the payroll tracker to provide support to the payroll executive in the processing of the monthly payroll for all employees, including calculating wages, bonuses, and deductions. 

  • Provide support to the payroll executive, if and when required, to ensure compliance with Irish tax laws and regulations, including PAYE, PRSI, USC, and other statutory deductions.

  • Provide support to the payroll executive in relation to the upcoming autoenrollment implementation across the college. 

  • Manage payroll-related inquiries as required, liaising with the payroll executive to resolve any issues promptly.

Tax Compliance:

  • Support the payroll executive in any changes to Irish legislation, and provide assistance, if and when required,  to ensure all payroll processes are compliant.

Qualifications:

Essential:

  • Tertiary qualifications in Finance, Accounting, Human Resources, or a related field.

Desirable:

  • Professional certification in HR data analytics, payroll and/or tax (e.g., IPASS, CIPP).

Experience:

Essential:

  • 4 plus years of experience working in complex organizational structures and/or the education industry. 

  • Proven experience in data analysis, payroll processing, tax and regulatory compliance in Ireland.

  • Proficiency in payroll software and HRIS systems. 

  • Advanced skills in Microsoft Excel and other data analysis tools.

Desirable:

  • Experience in Gender Pay Gap analysis and reporting is desirable. 

  • Experience in the Workday system is desirable.

  • Experience in the payroll system Sage would be an advantage.

Competencies:

  • In-depth knowledge of HR processes, metrics, and KPIs.

  • Strong analytical and problem-solving skills, with the ability to interpret and present complex data in a clear and meaningful way. Identifying trends, patterns, correlations, and insights related to payroll data, HR metrics and key performance indicators (KPIs).

  • Excellent attention to detail and accuracy. 

  • Excellent written and verbal communication with the ability to establish credibility and strong relationships with senior stakeholders.

  • Strong consultative skills with the ability to collaborate with cross-functional teams, including HR, finance, and IT, to gather data requirements and streamline data flows.

  • Ability to work independently and as part of a team.

  • Strong organizational and time management skills to handle multiple projects and meet deadlines.

  • Familiarity with HRIS systems and data integration. 

  • Strong alignment with DBS values, leading by example.

  • Strong business acumen.
